Programme Coordinator in Ladakh (Himalayan India)
Summary
Nomad RSI is seeking skilful and experienced candidates for the post of Programme Coordinator in Ladakh, Himalayan India. The successful applicant will work as the counterpart to the local Coordinator, supporting the implementation and administration of three projects concerning the revitalisation of traditional Tibetan medicine and preservation of medicinal plants.
Context
Nomad RSI started its activities in Ladakh in 1998. Through initial research and survey work, a detailed understanding was gained of the condition of Sowa Rigpa (Tibetan medicine) and the issues facing its practitioners (known as amchi) in the region. A local NGO, Ladakh Society for Traditional Medicines (LSTM) was founded in 2000 to act as the operational partner of Nomad RSI in the region, and since then the two organisations have worked together on a range of projects to support and revitalize this medical system. LSTM is responsible for programme development, implementation and administration, while Nomad RSI provides technical, financial and management support, as well as running a programme of social science research projects.
LSTM and Nomad RSI believe that Sowa Rigpa is vital to the health status of the Ladakhi population and represents an important part of the social fabric and cultural heritage of the region. LSTM’s mission is to contribute to the revitalization of this medical system through a range of programmes, currently focusing on :
Securing the long-term sustainability of medicinal plants : documentation, cultivation and conservation (2006-2011)
Revitalization of Sowa Rigpa in remote Ladakh : training, preservation of knowledge, documentation (2009-2012)
Women and Child Health : training, awareness raising and referral (2009- 2012)
The LSTM office is based at Leh, Ladakh, Jammu & Kashmir. The team currently consists of seven people :
- a Coordinator
a Medical Coordinator / WCH Project Manager (expert amchi)
a Public Awareness Coordinator
a Medicinal Plant Project Supervisor
a PhD student / botanical intern
two Project Assistants (1 of whom is a young amchi)
Thus far, the local team has been supported by an expatriate Programme Director, employed by Nomad RSI and spending several months each year in Ladakh. In light of the recent scaling-up and expansion of the programme (two new projects and a much larger budget), Nomad RSI now requires a full-time counterpart Programme Coordinator to work alongside the LSTM Coordinator.
The position
In collaboration with the local team and under the supervision of Nomad RSI board (based in France), the Programme Coordinator’s responsibilities will be to work as a counterpart to the local coordinator, supervising and strengthening LSTM’s capacities in the following areas :
- 1. Programme management
Design, planning and supervision of the three ongoing projects
Monitoring the activities and the team
Ensuring timely and complete reporting on project activities
- 2. Financial management
Overall financial monitoring and control
Maintenance of provisional budgets, updated every 6 months
Financial reporting (donors and board of directors)
Supervision of accountancy
- 3. Fundraising and programme development
Conception and design of new projects, proposal writing etc
Fundraising for the continuation of the existing projects and for development of new projects
Improving the LSTM team’s fundraising capacities (national and international)
- 4. Administration
Liaison / reporting to the Nomad RSI board : monthly reports, annual activity reports, provision of relevant documents for board meetings
Supporting the team with filing and documentation
Profile of candidate / minimum requirements
- Education : A Masters degree in a relevant subject (social science, development studies, project management etc)
- Proven experience required in :
direct team management
programme management
financial administration
fundraising / donor liaison
experience / training in biodiversity conservation, botany or agronomy an advantage
experience of working in Asia an advantage
- Language : Excellent spoken and written English essential
- Qualities :
Willingness to live in a remote, fast-changing area with limited infrastructure and communications
Strong commitment to capacity building of local staff
Excellent communication and management skills

General Coordinator Nomad RSI in Cambodia
The office is based at Sen Monorom, the main town of Mondulkiri Province. 14 Cambodian people (Khmer and Phnong) and 3 expatriates (general coordinator/technical advisor for the medicinal plant project/ Research advisor) are currently working for Nomad Cambodia.
Presentation of Nomad RSI
Nomad RSI is working in the domain of international health, encouraging therapeutic diversity and the protection of the environment. Health problems are approached in their multiple biological, social, environmental and economic dimensions. The organisation supports a range of therapeutic forms, each of which brings a different response and a different remedy for people who are, or who feel themselves to be, suffering. From this realisation, the idea of a reasoned medical pluralism is born, in which medical systems of many kinds, including biomedicine, can independently find their place.
Project in Cambodia
Nomad RSI has been working in the province of Mondulkiri, in the northeast of Cambodia, since 1997. The organisation has progressively developed its understanding of local health knowledge and practices, the prevailing healthcare situation of the province and, more generally, of Bunong society (the Bunong are the most numerous ethnic minority in Mondulkiri). Nomad RSI is today a major reference institution in this isolated region.
Terms and contact duration
Duration : One year with possible extension
Salary : $1500/ month + insurance + return flight tickets to native country
Main tasks of the position include :
1. Programme management/capacity building
Management of the local team
Design, planning and supervision of the activities in close collaboration with the project manager and the team
Monitoring of the activities in close collaboration with the project manager
Ensuring timely and complete reporting to donors on project activities
Evaluation and closing of the Global Fund against malaria round 6
2. Fundraising and programme development
Conception and design of new projects, proposal writing etc
Fundraising for the continuation of the project and for the new projects
Meetings with potential donors
3. Overall Financial Responsibility
Establishment of provisional budgets
Financial reporting (donors and board of directors)
Supervision of accountancy
4. Communications
Internal communication including a timely submitted monthly report
External communication (donors, NGO and government partners, media)
Representing Nomad RSI at the provincial, national and international levels
Profile of candidate Education : Masters degree in relevant subjects Experience : Proven record of programme/ financial management and fundraising ; Assessment and evaluation experience an advantage Language : Excellent spoken and written English, Khmer an advantage
Qualities : Willingness to live in a remote and fast changing area with limitations in infrastructure, commitment to capacity building of local staff, excellent communication and team management skills

Stages de recherche Offre permanente
Des stages de recherche sont régulièrement disponibles au sein de l’Unité de Recherche Nomad pour des étudiants de niveau MA2 et doctorat, au nord-ouest du Cambodge, en Inde himalayenne (région du Ladakh) et en France. Disciplines concernées : anthropologie sociale et médicale, sociologie, sciences politiques, études du développement, ethnobotanique.
L’usage courant de l’anglais est impératif pour les postes situés à l’étranger.
Le recrutement d’anthropologues pour le projet Cambodge est actuellement encouragé. L’Unité de Recherche Nomad envisage de développer un vaste programme de recherches anthropologiques dans la province de Mondolkiri. Les thèmes proposés recouvrent l’anthropologie des organisations (Nomad RSI dans ce cas), les travaux portant sur l’organisation sociale des Phnongs (Bunongs), sur les pratiques thérapeutiques et le rôle social des thérapeutes (guérisseurs et personels biomédical), et l’anthropologie du paludisme. Un volet supplémentaire concerne les implications sociales, sanitaires, et environmentales des changements ecologiques de la région.
Le recrutement d’étudiants en sciences sociales et en ethnobotanique est favorisé dans le cadre du projet France . Les recherches devront porter sur les savoirs naturalistes (plantes médicinales) dans les Pyrénées – apprentissage, transmission… – ou l’anthropologie des médecines asiatiques en France.
